Windows 7 Ultimate not detecting graphics card at all. Thoughts?

I'm running an ASUS IPIBL-LB mainboard and just upgraded to a Thermaltake 430 watt (on one 12v lane) PSU. The video card is a Sapphire ATI Radeon HD 4650 with HDMI built in.

I took the usual good approach and removed the integrated graphics and software, installed the ati catalyst driver software for W7 64-bit and then plugged the card in. When I booted however, NOTHING happened. As far as Windows is concerned, there's simply no video card in the PCI-E 16 slot.

The video card is getting power (fan is spinning), and the PCI-E 16x lane itself is in working order. I've installed recent windows updates, though that seems a bit irrelevant considering I got the newest driver from ATI. I'm honestly stumped.|||Hi

First of all, you will need to check if your graphic card is actually working or is it a Windows's fault.

Restart your PC >> go to Bios >> and just check if you can see 4650 in the list. If its available just select an Enable it.

With my Onboard Video Card, when i had inserted 9400GT, first i had to go to Bios >> Disable Onboard Card and then Enable my 9400 GT card.
