Is this a Good Video Card to Get for my Computer?

I asked this before but messed up the details lol. I;m thinking of getting this video card to play some games. I don't care to play on HIGH settings, I just want the games to run decently at least. the SIMS 3 in particular.

This is the Card:

Don't expect miracles, but you'll notice a very significant improvement in performance.|||That card is really not so great. If you paid just a little bit more and got the Radeon HD 5670, you would find it is much better performing card than the 5570.

Also, with only 1GB of system RAM, you aren't going to do well with any card. You need at least 2GB preferably 4GB.
