Is perforated white lines that flash for less then 1 second before login screen signs of a failing video card?

I bought a new ATI Radeon 5830 Video Card and installed it. I also switched for Windows 7 32 bit to 64 bit OS. Now when I turn on my computer I see 2 small perforated white lines running diagonally at about a 20 degree angle in the middle of the screen for about 1/4 a second. Is this a sign of a failing video card? Or could it be when I switched for 32 to 64 bit Windows 7?|||This doesn't sound like much of a problem to me. I think you shouldn't worry about it unless it starts to do that during normal computer use.
