Graphical issue with Windows 7?

Okay, so I just recently built myself a new PC and it's running Windows 7 64-bit. The problem I'm having is with video games. Whenever I play a game, unless it changes the resolution of the screen when it enters full screen, it always scales up poorly, and it looks horrible. Also, games that ran fine on Windows XP using the same hardware are now a pain for the video card. Anyone else have this problem? I need help. I think it might be a DirectX conflict, since Windows 7 uses DirectX 11 and I only have a DirectX 10 video card. Anyway, here are the specs:

AMD Athlon II 445 x4 3.1 GHz CPU

ATI Radeon HD 4250 512 MB onboard video

4 GB Corsair DDR3 1333 SDRAM

...Nothing else that could really influence it. Help?|||Your hardware is more than enough to play any game that XP played.

Make sure that your graphics card is set to deliver the native resolution of your monitor. Then go through the settings of the ATI software after making sure that you have the latest version of the driver and user interface from ATI.

You can in addition to having the correct settings for your ATI card, you may want to run the game(s) in Compatibility Mode. If all else fails, get the advice of ATI customer support for card regarding the game(s) that you play.|||Try going through properties and alter your resolution.

Usually computers do NOT come synced with your screen, and a third variable in the form of a game, a video, a detailed GIF, or a HD photo can look like junk on even the best screens and graphics cards.
